The Toronto Centre’s mission is to enhance the capacity of financial regulators from around the world to help improve their agency’s crisis preparedness and to promote change that will lead to a more sound and inclusive financial system.
Specifically, our programs are aimed at helping mid-to-senior level supervisors:

- Strengthen their agencies’ capacities to perform according to international standards of supervision (core principles)
- Deal effectively with troubled financial institutions and market failures
- Work with governments and others to create and maintain an effective legislative and regulatory framework for financial sector supervision
- Support efforts to enhance accessibility to financial services
- Work with management, self-regulatory organizations, boards of directors, media and others to promote and gain support for sound industry practices
- Network with peers and more senior supervisors to identify and resolve supervisory issues faced in their on-going work.

Recognizing the need to promote sound financial systems worldwide, the Toronto Centre was created in 1998 with the support of the Government of Canada, the World Bank, the Schulich School of Business and, subsequently, the International Monetary Fund. Our mandate is to enhance the capacity of management in banking, insurance and securities regulatory agencies so that they can strengthen and adapt their organizations to face the constant changes and threats to financial markets. Ultimately, the Toronto Centre’s mission is to contribute to global financial stability and greater access to financial services.
Building a robust financial regulatory agency is challenging - solid leadership, management and technical skills are required. This is where the Toronto Centre fits in. We organize one-week programs in each of the three financial sectors - banking, insurance and securities. Programs are offered to a broad international audience and held in Toronto or are organized for specific regions or countries. We also offer joint programs with the Financial Stability Institute, leveraging on our combined expertise in leadership and technical matters.

- Crisis management: Principles and lessons that improve the regulator’s capacity to deal with a financial crisis, troubled institutions and market failures.
- Institution-building: Lessons learned from initiatives to strengthen regulatory frameworks and supervisory agencies.
- Management tools: Skills and tools that allow the regulator to improve the management of their departments or organizations including areas such as: project management, benchmarking and performance parameters, risk management, etc.
- Technical skills: Core principles, international standards and related technical matters that are essential foundations for effective financial supervision.

Participants work closely with the Toronto Centre’s faculty, which includes highly experienced regulators from around the world. Our methodology employs a mix of lectures, case studies, group work, and individual activities involving the development of personal action plans.
The Toronto Centre collaborates closely with leading regulators, including Canada’s two primary regulatory bodies - the Office of the Superintendent of Financial Institutions and the Ontario Securities Commission - to establish solid links with the latest developments in financial supervision, as well as with experts in management education such as the Schulich School of Business at York University in Toronto to develop material that expands the management skills transmitted to the participants. |
